It defines stable required and optional checks, records immutable value-minimized evidence, requires timestamps and sources for observed outcomes, prevents a passed observation from being overwritten by NOT_RUN, evaluates explicit release gates, summarizes runs, and compares equivalent ledgers for regressions and improvements.
