An original zero-dependency metadata ledger for destination safety advisory references. It validates bounded identities, source labels, jurisdictions, headlines, HTTPS references, explicit-zone timestamps, optional effective and expiry times, future observation tolerance, configured source allowlists, lifecycle state, and supersession graphs; then returns immutable fresh, stale, expired, superseded, withdrawn, or unknown evidence with stable issues and summary counts.
