AI Support Escalation & Human Handoff Guard

Start with README.md. This server-side decision guard returns auto_respond, handoff, or safe_hold without returning the customer message.

1. Run npm test with Node.js 18 or newer.
2. Copy the source module into trusted server-side code.
3. Connect handoff only to a verified, monitored human queue.
4. Exercise all three decisions in a non-production environment.
5. Keep the rollback path described in README.md.

Boundary: this package does not classify text, staff a queue, create tickets, contact emergency services, or replace human review.
